Young Parliamentarians of National Assembly of Vietnam
At the tenure of National Assembly, Legislature XV in November 8th 2021, the Standing Committee of National Assembly announced the Resolution 409/NQ-UBTVQH on decision of inception of the Young Parliamentarians Group, Legislature XV presided by the First Secretary of HoChiMinh Communist Youth Union. This is the third tenure, the Standing Committee decided to form the Young Parliamentarians Group.
Vietnamese Young Parliamentarians Group includes members from National Assembly parliamentarians aged below 45 at the time of being elected (the age under the rules of IPU). The Group is established with the aim to create a platform where young parliamentarians exchange, share experiences, discuss on issues related to the youth, young people and integration of interests of young people into law making, supervision and decision on important matters of the country such as employment, jobs, education and training.
The Group aims at improvements and provisions of information and skills to young parliamentarians; acceleration of young parliamentarians in works of National Assembly; engagements in foreign affairs activities to exchange and share with young parliamentarians from countries around the world and at multi-lateral forums in order to amplify understandings of country and people of Vietnam; and exchange with young parliamentarians of other countries on common issues of youth/young parliamentarians, regionally and globally.
On members, the Vietnamese Young Parliamentarians of National Assembly, Legislature XIII has 69 members, accounting for 13.86% of the total National Assembly members.
The Vietnamese Young Parliamentarians Group, Legislature XIV was established in 2016 with 131 members, accounting for 26.5% of the total National Assembly members. The Group of the National Assembly, Legislature XV had 124 members, accounting for 24.84% of the total in which 71 were females, making up 57.2%; 53 were males, taking 42.7%; 41 young parliamentarians were ethnic groups, accounting for 33.0% in the total of young parliamentarians.
On structure, the Young Parliamentarians Group consists of Standing Committee and members. The Standing Committee includes President of the Group and Vice Presidents (01 Permanent Vice President). The President is the First Secretary of HoChiMinh Communist Youth Union, Vice Presidents are parliamentarians from Committees of National Assembly; parliamentarians from National Assembly agencies, full-time parliamentarians working in National Assembly Committees.
The Standing Committee operates in dual mode and at the beginning of the tenure, the Committee has six members (1 President and 05 Vice Presidents) take responsibility of building and proposing the overall plan for the whole tenure and year. In June 2nd, 2022, at the meeting with the Young Parliamentarians of National Assembly, Legislature XV, Chairman of National Assembly Mr. Vuong Dinh Hue expressed his confidence that young parliamentarians will work together for building and developing happy and prosperous country. At the same time, he asked individual young parliamentarian and the Standing Committee of the Group to pay attentions to following tasks:
Firstly, continue to execute the recorded outcomes, actively and farsightedly participate in activities of National Assembly, present new approaches, appeal to knowledge of the youth, creative mindset of the young people in law making, supervision and decision on important issues of the country, especially current issues related to young people in building and improving policies, laws relevant to the young and teenagers; carry out and execute the role of young resources in socio economic development, secure national security and defense of the country in the new situation.
Secondly, keep close communications as a bridge between voters and National Assembly; recognize the sentiment and desires of young voters who are employees, farmers, students, scientists to timely feedback to National Assembly, Government, contributing to make institutions perfect, especially policies, laws on young people. To keep close communications constantly with agencies, organizations, localities in disseminating, delivering policies, laws to very citizen and young voters.
Thirdly, The Standing Division of the Young Parliamentarians Group needs to strictly take the Rules of Group; realizes the Direction of activities during the tenure in compliance with the Action Plan of the Party and Union of National Assembly and the Plan 81 of the National Assembly Standing Committee implementing the Report 19 of the Party Politburo on Directions of Law Making Program, tenure of the National Assembly, Legislature XV; proactively work with relevant agencies of National Assembly, the Communist Youth Union, National Committee for Vietnamese Youth, localities to hold seminars, workshops, fact-finding surveys; provides information and improve all members of the Group, contributing to helping young parliamentarians to better serve parliamentarians at the National Assembly agenda.
Fourthly, representing for the young generation, young parliamentarians should improve their foreign language proficiency, life-long learning, improve expertise, knowledge and become global citizens; proactively and actively engage in multilateral forums such as IPU Young Parliamentarian Conference, French language Young Parliamentarians Network and so on; meet and exchange with young parliamentarians from other countries to enhance understandings and share issues interested by regional and international parliamentarians. Fulfill the task of information dissemination and communications, foreign affairs, contributing to increasing the position of the country, National Assembly of Vietnam on the world stage.
In the coming time, together with Foreign Affairs Committee of the National Assembly to communicate for preparations of hosting the IPU Global Conference of Young Parliamentarians in Vietnam in 2023.
The Group needs to further study and develop various activities in efficient and effective manner; work together with Friendship Parliamentarians Groups, Female Parliamentarians Group of National Assembly and so on to contribute more to the works of National Assembly, foreign affairs of parliament, making the foreign policies of the Party and State successful.
Fifthly, leaders of agencies, organizations, particularly National Assembly agencies need to apprehend and implement the planning, training, relocating personnel in which concentrate on the planning of young resources for leaderships, managements and becoming candidates to National Assembly in transparent, democratic and open manner to diversity sources. To identify, facilitate, train and improve young personnel to engage in leaderships and managements are responsibility and important and regular duties of the whole political system.
Party and Union of National Assembly, Standing Committee, Standing Committee for Ethnic Minorities, Committees, Office, leaders of Standing Committee agencies will constantly pay attention to and facilitate further young parliamentarians to successfully fulfill their duties.
Mr. Chairman asked every young parliamentarian with their energy, knowledge, dynamics and enthusiasm in any position will contribute and raise their responsibilities to participating in renewal activities of National Assembly; to model, attract and mobilize young people in building and developing the country.
Acquired the directions of the Chairman of National Assembly, the Vietnamese Young Parliamentarians Group actively worked and achieved meaningful outcomes, motivating young parliamentarians to contribute to important decision in the National Assembly agenda, contributing to enhancing effectiveness and efficiency of National Assembly in law making, supervision and decisions on important issues of the country.
The Group in general and young parliamentarians in particular have proved their knowledge, stance, political views presented in proposals that were submitted to the National Assembly, the Standing Committee for considerations and decision. Generally, proposals were excellent and all gathered by back-end offices.
Young parliamentarians have actively and proactively engaged in the supervisions of National Assembly, National Assembly agencies; organized meetings with young voters including young employees, farmers, civil servants; timely disseminated and reflected desires and sentiments of young voters to the parliament, government and local government agencies.
Vietnamese young parliamentarians actively engaged in parliamentarian diplomatic activities, contributing realistic and significant ideas to bilateral and multilateral fora such as IPU Young Parliamentarians Forum, Global Conferences of Young Parliamentarians. At 41st AIPA which was taken place in Vietnam in September 2020, National Assembly of Vietnam proposed the initiative and for the first time organized the unofficial AIPA Conference of Young Parliamentarians under the framework of AIPA. The initiative of Vietnam National Assembly as the host country received strong consensus and seen as a new factor, historical impress in formulating the mechanism of organizing unofficial conference of young parliamentarians at 43rd AIPA which was organized in Cambodia in November 2022.
In 2023, National Assembly of Vietnam hosts Ninth Global Conference of Young Parliamentarians (from September 14th – 17th 2023 in Hanoi city). The event will be an affirmation of active, proactive and responsible participations of Vietnam in IPU – the largest inter-parliamentary union in the world; at the same time, show the special interest of Vietnam to members and common issues of the global youth. This will be an opportunity to strengthen diplomatic relations between Vietnam and important partners, particularly parliamentarians, young leader generation of countries; express political view of Vietnam and supports of IPU, parliamentary members in building, protecting and developing country.
The inclusion of young parliamentarians in the works of National Assembly has made active, efficient and effective contributions to activities of agenda and operation reform process of National Assembly as well as achievements of National Assembly since the previous tenure, legislature XIII./.
