Conference on Young Parlimentarians in the IPU Framework

In 2010, IPU members enacted a milestone Resolution on “The participation of young people in the democracy process” at 122 IPU’s Assembly in Bangkok, Thailand that declared in order to attain a meaningful democracy there must be full and active participation of youth and unions in the democracy processes at local, national, regional and international levels.

In 2013, IPU established the Forum of Young Parliamentarians – an official and permanent mechanism in IPU with aim to enhance quality and quantity of young people in parliaments and IPU.

In 2014, IPU established the annual Global Conference of Young Parliamentarians with aim to contribute to Strengthening the role of young parliamentarians and youth inclusion in works of parliaments and delivering recommendations in the perspective of the youth on activities and agenda of IPU; Building network, unity and enhancing capability, amplifying approaches of the youth on their common interests.

Recently, eight global conferences were held with different themes such as: The Involvement of Youth in Politics and Democracy (Swiss, 2014); Peace and Prosperity (Japan, 2015); Sustainable Development Goals (Zambia, 2016); Inclusive Economics, Societal and Politics (Canada, 2017); Acceleration of Sustainability, Protection of Benefits of Future Generations (Azerbaijan, 2018); Accomplish SDGs and Youth Empowerment through Social Welfare (Paraguay, 2019); Approaches of Youth in post COVID-19 (2021, online); Respond to Climate Change (Egypt, 2022).

 Despite strong political commitments of IPU, parliaments have made progress in realizing the target of youth inclusion in democracy process.
 
Regular surveys of IPU shows representations of young people in parliaments remains low. Half of the world population is under the age of 30 meanwhile only 2.6% of them are parliamentarians. About 37% of parliaments have no under 30-year old parliamentarians. Therefore, the target of youth empowerment, expansion of their participations in democracy processes and inclusion in dealing with global issues should be continuously paid attention and furthered by IPU.


In 2023, the National Assembly of Vietnam holds the Ninth Global Conference of Young Parliamentarians from September 14th – 18th in Hanoi City with the theme: “The Role of Young People in Promoting the SDGs via Digital Transformation and Innovations”.
