In 1889, in Paris, the heart city of France, the Inter-Parliamentary Union (IPU) was formed under the initiative of Englishman William Randal Cremer and Frenchman Federic Passy - the two parliamentarians and soldiers who fought for peace.

In the chaotic situation at that time, the volunteers of the IPU believed that a better world order of peace and stability would be formed and sustained as long as countries resolved difficulties, differences through arbitration, dialogues and parliamentary diplomacy instead of wars.

Since its inception, the target of the IPU was to create a mechanism as an “international referee”. Though times went on and changes in the world, the scale of the IPU has been expanded as issues related to the war have been urgent and obvious.

Striving for a peace of the world, the IPU aimed at strengthening the legal foundation for international relationships. In the perspectives of socio, economic, thinking factors which were seen as the key reasons leading to tensions among countries under circumstances, the international organizations of the parliaments have accessed and paid proper attention to global issues.

126 YEARS OF CREATION AND DEVELOPMENT

During 126 years of creation and development IPU has been constantly improved, grown and become the international organization of territory countries around the world; the first permanent platform for multilateral political negotiations; and the center of global parliament diplomatic affairs for law makers to express their ideas and intentions on internationally concerned issues; contributions to peace keeping, cooperation among nations and establishments of sustainable and representative democratic institutions.

On the path of evolution, IPU has really become the global institution of parliaments of countries in the world with 179 members and 14 parliamentary agencies in regions.



The slogan “For Democracy. For Everyone”, IPU has delivered facilitations for diplomacies of parliaments and empowerment to parliaments and parliamentarians in promoting peace, democracy and sustainable development in the whole world. IPU raises the vision towards a world where every voice is valuable; democracy and parliaments serve people for peace and development.


As a global inter-parliamentary organization, IPU identifies its missions in management approaches, institutions and democracy values, IPU has worked with parliaments and parliamentarians in speaking out and meeting needs and desires of people. IPU works for peace, democracy, humanity, gender equity, youth empowerment, sustainable development through political dialogues, cooperation and parliamentary works. .



The ultimate goal of IPU is to motive exchanges, collaborations and exchange experiences among parliaments and parliamentarians of all countries; to put on the table and present viewpoints of IPU on internationally concerned issues to deliver assistance to parliaments and parliamentarians who have realistic actions; to contribute to protecting and promoting human rights – the essential factor of the parliamentary democracy and development; to help enhance better understandings of how representative institutions work, reinforcing and developing operation methods


IPU motivates activities in the fields: Promotion of democracy in the world at large; human rights and laws on humanity; peace and international security; women in politics; sustainable development; education, science and culture.


IPU remains close collaborations with the United Nations and inter-parliamentary organizations in regions as well as other international, inter-governmental and non-government organizations.

The headquarter of IPU is located in Geneva, Switzerland, Offices in New York, United States of America and Vienna, Austria./.
